Must have completed Find some Eggs.

"Can you please tell our two maids, that they can start preparing the tables for the meal?"

Quest Walkthrough

Both Maids can be found towards the right of the house, by the tables. Talk to them and select the 'Ask to prepare table' option, then return to Chef Helle to complete the quest.
